APELO A UMA ALIANÇA PELA FLORESTA AUTÓCTONE

Recusar a passividade perante os fogos no nosso território

Lançamos este Apelo a todas as entidades e cidadãos que aceitem participar numa aliança para a recuperação da floresta autóctone em Portugal.

 Face ao estado degradado e insustentável do coberto vegetal no País, é nossa convicção que do restauro da floresta autóctone depende um futuro liberto do flagelo sistemático dos incêndios. Aqui fica o nosso convite para que a partilhem connosco. Porque todos têm um papel essencial, apelamos a todos e cada um para que subscrevam os sete pontos adiante enunciados e cooperem entre si com vista a concretizá-los em ações práticas:

1. Recusar a passividade e a resignação perante os fogos constantes e devastadores e unir pessoas e entidades particulares e públicas em volta desta opção de inconformismo.

2. Convocar todos os cidadãos, sobretudo os que habitam no interior e os agentes da sociedade capazes de provocar uma mudança, nomeadamente os professores, a comunicação social e as estruturas de proteção civil, assim como todas as pessoas de boa-vontade, por forma a que se impliquem no objetivo de contribuir para uma sociedade mais esclarecida, mais interveniente e mais exigente relativamente à salvaguarda de um coberto vegetal equilibrado no País, e por isso naturalmente mais protegido dos ciclos de incêndios.

3. Lembrar permanentemente ao Estado a necessidade de se empenhar e dar o exemplo, inclusive através da administração central, das autarquias, dos municípios e de outras instituições públicas, de modo a regular, incentivar, promover, apoiar uma verdadeira reflorestação do País assente no primado das espécies autóctones, com base numa estratégia de longo prazo e de âmbito nacional. Para esse fim, há que reabilitar estruturas humanas e materiais com provas dadas no território, nomeadamente guardas florestais a tempo inteiro e viveiros, imprimindo uma mudança do atual paradigma florestal assente em extensas monoculturas, nomeadamente de eucalipto e pinheiro-bravo, que chegam a invadir as margens dos rios. O predomínio quase exclusivo hoje reinante dessas monoculturas deverá gradualmente abrir lugar a um coberto vegetal onde prevaleçam as espécies autóctones.

4. Encorajar de imediato mas numa perspetiva de longo prazo um trabalho persistente com vista a ampliar o papel dessas espécies, favorecendo assim maior resiliência perante o fogo, potenciando a biodiversidade, o equilíbrio ecológico e paisagístico e contribuindo para minorar a problemática das alterações climáticas, através do sequestro do carbono e da regulação do clima, melhorando também os solos e o ciclo hidrológico, criando oportunidades para fixar populações no interior, contribuindo para a recuperação de espécies ameaçadas e para a valorização de um turismo responsável em regiões hoje deprimidas.

5. Procurar desenvolver, junto do cidadão e da sociedade, uma consciência ativa de salvaguarda do património natural que vise também uma efetiva prevenção e proteção contra incêndios, alterando a mentalidade e a prática corrente de negligência e desrespeito e favorecendo a observância da legislação já em vigor, apelando para isso como alicerce fundamental à diligência e zelo das instituições. Importa ainda questionar a forma como se recorre ao fogo, nomeadamente na gestão florestal e no manejo de pastagens, por exemplo, atendendo às consequências negativas que o seu uso e abuso acarreta para a biodiversidade vegetal, para a qualidade dos solos e para o agravamento da emissão de gases com efeito de estufa.

6. Suscitar, complementarmente à progressiva ocupação pela floresta autóctone de espaços abandonados, um novo interesse pela revitalização da agricultura assente em princípios ecológicos e de qualidade, promovendo a regeneração dessas regiões numa perspetiva de sustentabilidade, diversidade e perenidade, apostando em oportunidades económicas de ciclo longo em alternativa ao exclusivismo atual do curto prazo. Deste processo resultará uma maior valia ambiental, económica e social, com vista a uma justa e equitativa distribuição pelo País e por vários setores da sociedade.

7. Propor aos cidadãos e às entidades subscritoras deste apelo que, em cada concelho do País, começando pelas áreas mais afetadas e vulneráveis a incêndios, constituam círculos de entreajuda e intervenção permanentemente atentos e capacitados de modo a contribuírem para que o seu território possa progressivamente evoluir no sentido apontado.

APPEAL to AN ALLIANCE for THE NATIVE FOREST

To refuse passivity around the forest fires in our territory

We are launching this Appeal to all institutions and citizens who agree to participate in an Alliance for the recovery of the Native Forest in Portugal.

Facing the state of unsustainable degradation of the plant cover in our country, it is our conviction that only the recovery of the Native Forest will allow us a future without the systematic calamity of forest fires. Here is our invitation to you to participate with us. Because everybody has an essential role, we appeal to one and all to subscribe to the seven points announced below and to cooperate amongst themselves with a view to obtain practical results.

1. To refuse the passivity and resignation towards the constant and devastating fires, and to unite people, private and public entities.

2. To invite all citizens, mainly the ones living in the interior areas, and the agents of society capable of making a change, namely the teachers, the communication professionals and the ones involved in civic protection, as well as people of goodwill, to get involved in educating Society in general on the subject of protection and improvement of a balanced vegetation cover of the country, thereby better protecting in a natural way from the cycles of fire.

3. To insist with the Government the necessity of getting involved through central and local administrations and other public institutions in order to incentivate and promote a long term National strategy of a true reforestation based on the Native Forest. With this end in mind, it is necessary to rehabilitate manpower and infrastructures, namely fulltime Forest Guards and tree Nurseries, and to imprint a change on the present forestry paradigm based on vast monocultures of wild pine trees and eucalyptus which at present and at times are invading the rivers. The current and nearly exclusive predominance of these monocultures must be substituted gradually by a canopy cover constituted mainly by the Native species.

4. To encourage now, but with a long term objective, work designed to amplify the role of the native species, offering a greater resilience in face of forest fires, increasing biodiversity, improving the ecological balance and the landscape, and contributing towards an improvement of the climatic changes through carbon fixation, improving as well the soil and the hydrologic cycle, creating opportunities for the population to move into the interior areas, contributing to the recovery of endangered species and towards an ecotourism in areas that are at present abandoned.

5. To try to develop among citizens and Society a positive conscientiousness for the protection of the natural patrimony in order to prevent and protect against forest fires. To change the prevalent mentality of ignorance and negligence in favour of following laws already existent, appealing, as a fundamental basis, to the zeal and diligence of the instituitions. It is important as well to put in question the way that fires are used to manage forests and pastures, considering the negative consequences that the use and abuse of this practice entails regarding the biodiversity, the quality of the soil and the increase in greenhouse gas emissions.

6. To promote, complementarily to the progressive occupation by Native Forest of abandoned areas, a new interest towards the revitalization of the agriculture based on ecological principles of quality, increasing the regeneration of these regions with a perspective of sustainability, diversity and durability, with a view to long-term economic opportunities instead of the current approach to short term actions. This way an increase in the environment economic and social value will be attained and a just and equitable distribution throughout the country and the various sectors of society.

7. To propose to citizens and entities subscribing to this appeal that in each council of the country, starting in the areas most vulnerable and most affected by forest fires, to start self-help groups permanently alert and well prepared so they can contribute towards a positive evolution of their territory in the way above described.
